Charles Byrd: Pass laws to curb pit bulls

My prayers go with the young lady who was attacked by a vicious pit bull. I say it is time that we, as a community, stand up for the victims of pit bull attacks and do something about this problem before it gets worse. We should organize and lobby the Modesto City Council and Stanislaus County Board of Supervisors to enact ordinances banning the breeding of pit bulls within city limits and within the county lines. This legislation should include mandatory sterilization and a requirement that pit bulls be confined indoors or in a secured pen or kennel and must be securely leashed, muzzled and under the physical control of a human when outdoors. We must also lobby the state to put a law on the books that would make pit bull owners liable for manslaughter when their animal kills someone or guilty of assault with a deadly weapon if a victim survives. Don’t let the scare tactics of pit bull advocates deter you. We can do something about this and make sure it never happens again.
