Cara Robbins: Wasteful sign could spark a revolt

The fire hydrant at Sonoma and Scenic was recently painted. No issues. The next day, a city truck arrived and a worker placed a round disc on the hydrant that reads, “City of Modesto property. Unauthorized use is theft.”
