Regarding "Jail: Gangs 101" (July 6,Page A-1): This was a great article. What I do not understand is why Stanislaus County is prosecuting these crimes. Each and every one described is a crime against a person, property, or both. They are violent crimes. They are admittedly committed for the benefit of a criminal organization and the characters involved are documented gang members.
These crimes have all the elements of RICO and VICAP. These are federal crimes. Why is our county and-or our state paying for the prosecution and incarceration of these felons?
Almost every day there is an article about how the county is going to have to cut back on some service or suspend the maintenance or repair of the infrastructure because we do not have enough money.
Hand these cases over to the people who are responsible for handling them, and we would have a lot more money to provide needed services for our county. Also, the violators would find out the penalties for their actions are much more severe in federal court. It would be a real disincentive to bad behavior.
