Whether the enactment of Assembly Bill 32 results in a net gain of jobs is debatable. The fact is that if enacted on Jan. 1, AB 32 provides that every single family residential property sold in California will have to comply with regulations regarding retrofitting homes to new green standards. This sounds great until we consider what will be required of every homeowner looking to sell. They will be required to retrofit their home with a complying roof, heating and air units, low-flow plumbing and dual-pane windows. The estimated cost of the retrofit is $6,900 per unit. It gets even better: If the homeowner earns less than $50,000 a year, or their home is worth less than $125,000, the government (you, the taxpayer) will pick up the tab.
