Regarding Gov. Schwarzenegger's wish to improve lottery revenue: Spread the wealth around instead of having one or two large cash amounts that purchasers can win by buying scratchers. Split it up and improve the odds of winning $100 and $500 prizes, even $5, $10, and $25 would be great.
Sure, everyone dreams of winning a lot of money, but right now any money looks good.
Improve the odds of winning a cash prize and set it up so the cash prize can be collected instantly, without having to mail off a claim form and wait for the prize money. Not only would this improve the sale of scratcher and lottery tickets, it would also benefit the economy. What's the first thing someone is going to do with their prize money? Spend it. It is considered as extra and may be used for bills, but will probably go toward the purchase of some luxury item.
A lot of us only buy one or two tickets at a time. If we win, we usually buy more tickets. If we lose, we don't buy more tickets and after a while we get bored with not winning and quit. Until a friend wins and the race is on again.
Increase the odds -- we win more, we spend more and everyone is happy.
