I recall seeing a letter about the hiring of the new Modesto city manager ("Modesto's agencies should hire locally," April 9). The writer mentioned how many management positions are filled by people recruited from outside the area. Well, Stanislaus County uses the same practices when hiring for management or even in interim elected positions. Take for instance the treasurer-tax collector.
Not one of the managers in the department when the county tax collector was hired is still in the department. Some of you may have seen the handiwork of this shift last year, when thousands of erroneous tax liens were sent. The main reason for this error was that the tax collector didn't want help from someone who was experienced with the program. This cost taxpayers thousands of dollars and inconvenience.
