He was vandalizing a green utility box near the 3900 block of Dale Road with spray paint. When I stopped my vehicle to confront him, he smirked, taunted me and continued his trek toward the mall. He watched me call the police on my cell phone and, with a wave of his hand, cut through a field and hopped a chain-link fence to an apartment complex.
Remind him the next time he vandalizes public equipment that his witness may be armed with more than a cell phone and short legs.
