Cell phones can be used for many things -- Internet access, to communicate with others, and in emergency situations. For many Americans, cell phones are only for emergency calls. In most cases the cell phone can be very difficult in reaching emergency personnel.
My friend saw a horrific accident in downtown Modesto. When she called 911, the call went to the California Highway Patrol office. As the recording began, it said, "If this is an emergency please press any key." She proceeded to press any key and it took her right back to that recording. She was unable to reach a live dispatcher. Another bystander got through on a nonemergency number. Every second counts when it comes to a life being saved. I have much respect for our emergency responders, but how long does it really have to take to get to a dispatcher?
