40 YEARS AGO: A downtown block park costing up to $800,000 was proposed to the Modesto Downtown Improvement District. The park had been a goal of the city for years, but some felt the price to acquire and develop a full downtown block was too high. Tom Berglund, executive manager of the DID, suggested buying a downtown block as is and developing it as businesses moved or leases expired and “by 1980 we should have a block park.”
