75 YEARS AGO: The Stanislaus and Tuolumne rivers were at their capacity as heavy rain over a series of days threatened to flood out the lowlands. Neil Cecil, irrigation engineer for the Modesto Irrigation District, said 9,000 feet of water per second had been let go through the Don Pedro Dam spillway that morning. And the extreme lowlands along the river were covered when the stream carries 7,000 to 8,000 feet per second of water.
