40 YEARS AGO: The Ceres City Council voted unanimously to authorize the consulting engineering firm Harris and Associates of Lafayette to proceed in designing the expansion of the wastewater treatment plant on Service Road. The city planned to redesign the plant and purchase 100 acres for ponds and irrigation.
