40 YEARS AGO: It was announced that Modesto home builders and city engineers were planning to work together to create an acceptable storm drainage system. During planning sessions, the Modesto City Council agreed to shelve a proposed drainage policy that would have charged home builders a $1,230 fee for maintenance and replacement of each of the city’s then newly installed rock wells. The fee was recommended by the Public Works Department to equalize the cost of storm drainage among Modesto taxpayers.
