Stanislaus County Superior Court Presiding Judge Donald Shaver chose a new panel of government watchdogs this week, selecting 19 grand jurors and four alternates to serve on the 2008-09 civil grand jury.
A lottery system was used to select members from a panel of 30 prospective grand jurors who had been chosen from 54 applicants.
The civil grand jury investigates complaints about government agencies and issues reports on its findings. Recommendations are not binding, but government agencies must respond in writing. Members serve one-year terms.
Two members of the panel -- Nancy Goodman and Elizabeth Vencill, both of Modesto -- are holdovers from last year. And the forewoman will be Diane A. Sol of Modesto.
According to a statement from the court, other members are:
Alternate grand jurors are Michael Erat, Vivian M. Fauria, Sharon D. Severe and Charles D. Stark, all of Modesto.
