Over the decades, the Modesto Irrigation District has done a very good job seeing that farmers get the water they need and that residents of Modesto, Salida and other areas receive electricity with few interruptions and at relatively low cost.
Given the many issues facing the Modesto City Schools, it's a wonder anyone would want to serve on its governing board. But there are nine candidates for four seats, including all four incumbents, on the Nov. 3 ballot.
The Nov. 3 election is historic for Modesto in that it will be the city's first experience of electing council members by geographic district. Half of the voters get to participate this year; the other half will elect their council members in 2011. Who are our choices for this year's new councilmembers?
