Here's more evidence that we need a part-time Legislature in California: It took lawmakers almost six months to come up with a phony budget, which Gov. Jerry Brown vetoed within hours of its passage. Part-timers couldn't have done any worse, and likely would have solved the problem.

Now that Democrats and Republicans have once more bungled the state budget, Californians are back where they were before a new governor was elected in November. We still have a huge budget deficit and a political system that has our leaders stumbling over their own feet.

It was easy being a California legislator before the recession caused the state budget to go upside down by billions of dollars. The tax money was flowing and lawmakers gave special interests the programs they wanted, and big raises to public employees.
