William Ray Jr.: What was McClintock talking about?

In The Bee op-ed “Environmentalists block path to future” (March 12, Page A9), Rep. Tom McClintock, R-Elk Grove, suggested solutions to California’s continuous water shortage. Two of the possible solutions were the completion of Auburn Dam near Sacramento and completing Shasta Dam to its design elevation.

(1) Wasn’t Auburn Dam abandoned because engineers found that there was “no bottom” and therefore little strength at the dam’s base?

(2) I watched Shasta Dam being built, and this was the first time I’ve read or heard that Shasta was not built to 100 percent of possible capacity.
