Police in Modesto cited two people on charges of selling alcohol to minors.
According to a news release, police conducted a decoy operation on Tuesday.
Minors, working under the supervision of officers, tried to purchase alcohol from 16 stores in Modesto. They were successful on two occasions, one in which a clerk sold alcohol and another in which an adult shopper purchased it. Police conduct these checks regularly to reduce the availability of alcohol to minors.
When the program began in the 1980s, the violation rate often was as high as 40 or 50 percent. In recent years, that number has sunk to about 10 percent.
