10 YEARS AGO: Developers are able to build in Ceres again after a new sewage pipe is more than halfway finished. The city leaders had placed a ban on building permits as the sewage plant moved nearer to maximum capacity at 3 million gallons of daily waste matter. If unchecked, the rapid growth of the community mixed with the average household producing 300 gallons of waste would have overwhelmed the sewage plant.
