10 YEARS AGO: The Needham Street-Kansas Avenue overcrossing was expected to open by the end of the week. The much-anticipated bridge over the railroad tracks at the north end of downtown had its light posts up and was waiting for the road striping before it could open. Rich Ulm, deputy director of the city’s Engineering and Transportation Department, cautioned people about road changes, pointing out segments of 10th and O streets that would change into one-ways and other traffic rerouting.
