Carol Lee: Workers don’t pay for benefits

In the article “Reaction mixed over end of U.S. jobless benefits“ (Page A1, Jan. 1) you state, “with each paycheck, some payroll tax money went to the government for unemployment.” Unless things have changed since I worked at the EDD in the late 1970s, employers, not employees, pay the payroll tax. It does not come out of the employee’s paycheck. Companies pay the tax based in part on the number of employees that have made claims against the company.
