Joe Demellopine: Modesto’s Measure X needed to be a safety tax

Mayor Garrad Marsh and his cronies doomed Measure X from the very beginning. The voters wanted to help our police and firemen but were unwilling to give the city an additional $13 million a year to do as they please. Our police and firemen deserve better. The city of Modesto should put the measure back on the ballot in 2014. It should be called a safety tax to be used only for police and fire protection. The tax should be one-half percent (instead of 1 percent) that would generate about $13 million per year for six years. A few years back Ceres passed a safety tax. I believe the voters would pass the same type of tax here in Modesto.
