Modesto's 10th Street plan ridiculous

I want to get this straight. The city of Modesto spent $14,000 to open one block of 10th Street to vehicle traffic, ostensibly to boost business prospects for a couple of nonexistent restaurants? There’s no parking on this stretch, so folks will have to park where they always have.

Cars will travel from 15 to 25 mph, as opposed to pedestrians walking 2 to 3 mph, lessening the chances drivers will see a business. Any uniqueness from the pedestrian-only ambiance will be gone. I really am speechless.
