Supervisor Terry Withrow said he would prefer to minimize the dollars spent on jails. Costs for operating the 124,000-square-foot jail facility could be $10 million a year or more. San Joaquin County turned down the funding because of operating cost cocnerns. Other counties are looking at modular jail facilities to meet the demands of statewide realignment, Withrowsaid.

Other supervisors supported the major expansion. It was approved on a 5-0 vote.

Sheriff Adam Christianson began a discussion of the jail expansion. He said not all counties have sought the jail construction funds because of the cost of operating jails. The expansion would add as many as 552 jail beds, including 480 in maximum security areas. Staffing costs are a big question mark. The sheriff suggested the antiquated jail in downtown Modesto could be phased out and staff moved to the Hackett Road center to limit the county's costs.

The District Attorneys Office outlined a number of real estate fraud cases.

 Supervisors approved the consent items, including a $220,000 project to repair tree-damaged sidewalks in Salida. The cost for the sidewalk repairs jumped 37 percent after residents said the trees should be replanted with installations to prevent root damage to sidewalks.
