MID doesn't return business deposits

In regard to recent letters about utility deposits, not only does the Modesto Irrigation District not pay interest on deposits by businesses, they keep the money while you're in business.

We were asked to make a deposit of $5,400 to start service at our new business. After finding out it was based on the previous tenant's highest bill, we got it reduced to a mere $3,300. The kicker: We'll never get it back, unless we close the business or move.
