— The owner of the Monte Vista Crossings shopping center has been fined for major-donor campaign violations during the 2008 election cycle.

Mark Hall, who owns Monte Vista Crossings LLC and Monte Vista Hotel Investors I LLC, was found in violation of major-donor committee campaign statement codes for not reporting funds given to Turlock City Councilwoman Amy Bublak and former Turlock City Councilman Kurt Vander Weide in a timely manner.

The money in question was three donations amounting to $17,564 given to the Amy Bublak for City Council campaign in July and October 2008 and a $10,000 donation to the Friends of Kurt Vander Weide campaign in August 2008. The unreported donations totaled $27,564.

Hall has agreed to pay a $1,600 fine to the California Fair Political Practices Commission for the violations. The commission should hear and approve his agreement at its next meeting May 16 in Sacramento.

The complaint from the commission said Hall qualified as a "Major Donor Committee" but failed to file the required major-donor committee campaign statements by the time the reporting period had ended.

Bublak was voted onto the Turlock City Council in November 2008, but Vander Weide lost his re-election bid that same year.
