Which trees get what?

I would like to know how the city decides which trees will be cut and trimmed and which ones won't. I've lived on Glenwood Drive for nine years and the tree in my front yard has barely been trimmed once! I complained to them on Dec. 17, 2010, when the tree in my back yard fell on my roof from being dead on the inside. My tree in my front yard is overgrown and the branches are going over my roof and my neighbor's roof. They just did a trimming only on the right side of the street but not on my side. Why? Now the city leaves a notice that they want to plant another tree in my front yard. Why, when they don't take care of all the other city trees which we the homeowner can't cut or trim or we will be fined?
