If the high-speed rail is built, there should be several kiosks in each station that provide a service similar to MapQuest. When someone arrives in a city without an auto, he needs to know which buses or streetcars will get him where he wants to go. This service should be provided by the city and the railway, and there should be no cost to the customer.
And maybe they should throw in a couple of transfers. Advertise portal to portal. Sell advertising on the transfer to help cover costs.
