Responsible cat owners needed in Modesto

At the March 5 City Council meeting, Councilman Dave Cogdill said, "Cats are not like dogs. You can't put them on a leash."

I said that on my afternoon jog I saw a woman walking her cat on a leash. Cogdill responded, "You can train a monkey to be on a leash."

I do not believe he understood what I was trying to convey. This nice woman said she was afraid that something bad would happen to her cat if she let it out on its own. She keeps it inside but has trained it to use a leash so she can take it for a walk. She is what I call a responsible cat owner.

I live in a senior mobile home park and if we have a cat, it is not allowed to be outside.
