MANTECA -- State water officials fined the city of Manteca $87,492 for releasing into the San Joaquin River last year waste water that was treated but not disinfected.
Power failures Oct. 22 and Nov. 30 caused the release of 790,800 gallons of water from the city's treatment plant, according to the Central Valley Regional Water Quality Control Board.
The water had been treated but not yet disinfected under the advanced ultraviolet disinfection process.
