Vito Chiesa, this year's chairman of the Stanislaus County Board of Supervisors, will give the State of the County address at the opening of Tuesday's board meeting, beginning at 9 a.m. in the basement of Tenth Street Place.

• The Modesto City Schools board, meeting at 6 p.m. today, will consider hiring a firm to create safety plans for all its campuses and consider high school boundary changes to go into effect in the fall. 425 Locust St.

• The Modesto council's Safety and Communities Committee, meeting at 5 p.m. today, will consider a proposed law to ban dumping of stray animals. The draft grew out of complaints about people trapping neighbors' cats and then dumping them along Dry Creek or elsewhere instead of returning them to the owner or taking them to the animal shelter. Room 2005, Tenth Street Place.

• The Modesto City Council, meeting at 5:30 p.m. Tuesday, will consider a policy for Modesto Centre Plaza so that two similar events cannot be scheduled within 30 days of each other, creating unfair competition. This grew out of two wedding fairs scheduled very close to each other. Also on the agenda are some revisions to how entertainment permits are handled. Basement, Tenth Street Place.

• The Modesto Irrigation District board does not meet this week.
