The Modesto council's Safety and Communities Committee, meeting at 5 p.m. today, will consider a proposed law to ban dumping of stray animals. The draft grew out of complaints about people trapping neighbors' cats and then dumping them along Dry Creek or elsewhere instead of returning them to the owner or taking them to the animal shelter. The Modesto City Council, meeting at 5:30 p.m. Tuesday, will consider a policy for Modesto Centre Plaza so that two similar events cannot be scheduled within 30 days of each other, creating unfair competition.
