Regarding cat dumping: Abandonment is already a crime, as is cruelty. Abandonment is the most common form of cruelty.

With the overwhelming evidence the district attorney was given, it is a mystery why she declined to prosecute these two men. Anyone can read the law. Penal Code 597 is very clear as to what constitutes cruelty. Abandoning a domesticated animal without food, water, shelter or veterinary care is cruelty.

Birgit Fladager is an officer of the court, sworn to uphold the laws of the state. Since when does an officer of the court get to decide which ones they will enforce and which ones they won't? Trapping a cat is not against the law, but dumping it anywhere you want is. Leaving it to starve to death is. Poisoning it is.

You want to trap, be humane take it to the shelter. Don't dump it. Cats are defined under the law as free-roaming.
