Why four agencies?

This is not being critical, but I'm curious as to why four law enforcement agencies — Merced Police, Atwater Police, U.S. Department of Homeland Security and Central Valley Internet Crimes — converged at an address in Atwater where there was suspicion of child pornography. Don't these agencies share information with each other?
