Cal Fire has done something that no other entity would be allowed to do: change the rules of the game after the fact. I got my bill for the fire protection tax in early December, not only five months after the covered period had ended (July 1, 2011, to June 30, 2012) but also four months after I sold my property. How is it that government is allowed to go back and retroactively assess this fee, or any fee? Is it any wonder that the public is fed up with the way things work in Sacramento and Washington>
