The Modesto City Council on Tuesday:

• Awarded a $392,358 contract to Hobbs Construction to repair a Village I storm basin next to Ustach Park and Ustach Middle School. The project had been put on hold after workers found burrowing owls in the basin. The project will resume now that nesting season is over. The work includes relocating the owls.

• Honored 27 high school students for their community service, achievements and ability to overcome adversity as part of the Mayor's Top Teen Awards. The program is in its second year. The program also honored the program's sponsors.

• Rejected all quotes for the purchase of synthetic turf for Mary E. Grogan Community Park, authorizing staff to readvertise the project. The synthetic turf would be for three soccer fields.

• Approved allowing the police to submit an application for the Anti-Drug Abuse Program Grant from the Board of State and Community Corrections in the amount of $251,372 for the Stanislaus Drug Enforcement Agency. SDEA has received this grant for 21 years.
