Modesto Irrigation District facing death by a thousand cuts

Why do we continue to be surprised and shocked at the actions of the Modesto Irrigation District? MID is dying. Death by a thousand cuts is how it is happening, and the latest wound inflicted is the $216,000 annually the ratepayers will send off to their former general manager and the group he will lead.

I find this maybe one of the most ridiculous moves the board has made in the 36 years I have witnessed. Don't they remember the debt is well over a billion dollars and cuts must be made?
