Why does Chevron donate $2.5 million to the House Republican super PAC, pouring money against Jose Hernandez?

Could the fracking planned for the Monterey shale in San Benito, Fresno and Monterey counties have anything to do with it? Or drilling off the Santa Barbara coast? Or is just keeping their tax breaks while they take in millions the only reason?
