WATERFORD -- Waterford is planning a party today to celebrate Halloween and the reopening of its downtown area.
The eastern Stanislaus County city of 8,500 has completed a $1.3 million downtown renovation project with new sidewalks, bike racks, landscaping and benches. A grand reopening and ribbon cutting is set for 6 to 8 p.m. at Bentley and E streets.
Musicians will perform and there will be a "trunk or treat" activity for children in which they go from car to car to gather Halloween treats.
