Gravel isn't a fix for bad roads in Modesto

Let's call this "Roadgate." The county, instead of fixing its roads, is using gravel instead. They didn't fix the bad spots, but made it hard to tell where the ruts and bad areas are.

It's hard to ride a bike and miss the worst areas. Thanks a lot.
