What is one's 'fair share'?

President Barack Obama likes to use the phrases "pay their fair share" and "shared sacrifice."

Can we assume that the 49 percent of Americans who do not pay taxes will pay their fair share and sacrifice like the rest of America?

With that said, what does "pay their fair share" really mean?
