In a presidential election year, we can't escape discussions by and about the political parties and, as the layout on the adjoining page shows, they have a long history.

What purpose do they serve today? Do they advance or hinder the democratic process? That is the subject of this year's American Heritage Scholarship series.

This year's speaker will be Stephen P. Nicholson, an associate professor of political science at the University of California at Merced. His free lecture will be at 7 p.m., Oct. 7 in the Petersen Event Center, 720 12th St., Modesto. The presentation is open to the public, but targeted at high school juniors and seniors who want to participate in the scholarship essay competition.

Students will write essays based on Nicholson's lecture and other research. Winners will receive scholarships ranging from $100 to $1,000.

Materials about the program have been sent to the high schools. Home-schooled students also are eligible. For more information, contact the Stanislaus County Office of Education, 238-1700. The Modesto City Schools is a sponsor, along with The Modesto Bee.

Meanwhile, we think the question provides good food for thought -- do political parties advance or hinder the democratic process?
